Queensland’s Pool Safety Standard MP 3.4 is materially stricter than NSW (Swimming Pools Act 1992), VIC (Building Regulations 2018) and other states. The 900mm climbable zone rule alone catches out most non-specialist Gold Coast installers — a paver step, garden bed, A/C unit, or even a placed pot plant within 900mm of the fence is non-compliant if it’s between 100mm and 1500mm high. We design the fence position + surround AT THE SAME TIME so the entire installation passes Form 23 first time.

The most common Form 23 failure on existing 5+ year old fences: 304 stainless spigots showing rust (304 is rated for indoor / low-corrosion use only; salt-zone needs 316 minimum), self-closing hinge springs corroded and no longer pulling the gate closed, and powder-coated aluminium fading + chalking from continuous UV. We spec 316 marine-grade stainless on canal-estate jobs and premium multi-layer coatings on aluminium tube — 15-20 year life vs 3-7 years on cheap fittings.

A Form 23 is mandatory before any sale or lease of a Gold Coast property with a pool. The certificate is valid for 2 years for sales, 1 year for rentals, and the underlying barrier compliance is checked every 5 years.
